Mr. Kennedy Nyaiyo
Secretary, Border Control & Operations Coordination Committee (BCOCC) and Border Management Secretariat (BMS)

Mr. Kennedy Nyaiyo serves as the Secretary of the Border Management Secretariat (BMS) and the Border Control and Operations Coordination Committee (BCOCC).  He has had a stellar career in the Public Service which commenced when he was appointed as an Assistant Secretary in the then Ministry of Transport and Communications in 1991. He was later deployed to field administration as a District Officer in 1996. His tour of duty saw him work in various regions including Bungoma, Teso, Kakamega, Baringo, Samburu, Meru North, Kitui-Mutomo Sub-District and Mbeere.  In 2007, he became a District Commissioner and later a senior District Commissioner in 2016. In the following years, he worked in Kakamega, Wajir and Nzaui. Between 2012 and 2016, he served in Nyamira County under the Transition Authority after the inception of County Governments. After the end of his tenure with the Authority, he resumed field administration as a senior Deputy County Commissioner in Mwea West, Kirinyaga County.  In 2018, he was recalled to the Ministry of Interior and Coordination of National Government (MOICNG) to head BMS. In 2019, he was promoted to the position of Secretary in charge of Border Management. He holds a Bachelors Degree in Government from the University of Nairobi and a Masters from Jomo Kenyatta University of Agriculture and Technology.

Cynthia Waggah
Assistant Secretary

Cynthia Waggah is an Assistant Secretary at the Border Management Secretariat. She has previously worked as an Assistant County Commissioner in Bukembe Division, Bungoma County. Before joining the Public Service, she worked as a Grants Administrator at a Non- Governmental Organization (NGO) and as a customer service representative for South African Airlines. She holds a Bachelor of Arts degree in Political Science, Sociology and Communication from the University of Nairobi. She is currently pursuing a Masters of Arts degree in Advanced Disaster Management from the University of Nairobi.

Martin Kariuki
Customs Officer

Martin Kariuki is a Customs Officer seconded at the Border Management Secretariat. He joined the Kenya Revenue Authority (KRA) in October 2001. He has a wealth of experience in income tax matters and customs enforcement operations, having served in several departments within KRA. He joined the Customs and Border Control Department in 2011. Martin has a Masters in Business Administration from the University of Nairobi (UoN), a Post Graduate Diploma in Customs Administration from the Jomo Kenyatta University of Agriculture and Technology (JKUAT) and a Bachelor of Science in Business Administration from the United States International University (USIU). He has also studied for a course in Certified Public Accounts (CPA). Martin is currently a member of the Institute of Internal Auditors. 

Anthony Kuria
Public Affairs Officer

Anthony Kuria is the Public Affairs Officer (PAO) at the BMS. He has previously served as a communications officer in the Office of the President, Ministry of Interior and Coordination of National Government. Before joining the public sector, he worked/consulted as a journalist, photographer and writer with the BBC, the Northeastern University (Boston, Massachusetts, USA), the Safaricom Foundation, Tullow Oil, Destination Magazine, the Aga Khan University Graduate School of Media and Communications (AKU GSMC), True Love, Drum and Nomad Magazines, the Daily Nation and Standard Newspapers. He has also worked as a copy writer, client service, social media and account manager at Dentsu Aegis Network. He holds a Bachelor’s Degree in Journalism and Mass Communication from the University of Nairobi (UoN) and an MA in Digital Journalism from the AKU GSMC. He's also a graduate of the University of Cambridge’s (Selwyn College) Creative Writing Program.
